your description sounds a bit vague but if its a straw that goes from the top right down to the bottom im guessing its to let air in so that it pours freely and doesn't go ';glug glug glug'; im sure you know what i mean lol
take a photopgrah and post it. I worked in an antique mall for 7 years and am usually familir with most items as such. Olive oil pourers usually come in pairs or sets containing vinegar pourers as well.
Your very fortunate to have that extra, I would kill to have one of those kinds of olive oil containers.





The first person was absolutely correct,
With the straw u can pour the oil more precicely . So don't take it off
